* what... blowing snow and very cold wind chills expected. Winds
gusting 30 to 35 mph with occasional gusts to 40 mph could lead
to visibility restrictions of a half mile or less. Wind chills
as low as 15 to 20 below zero expected.

* Where... portions of southwest Iowa.

* When... for the Winter Weather Advisory, from 5 am to 6 PM CST
Thursday. For the Wind Chill Advisory, from 6 PM Thursday to 9
am CST Friday.

* Additional details... hazardous conditions are possible due to
reduced visibility, especially along east to west oriented
highways and portions interstates 29 and 80. Cold wind chills
could cause frostbite on exposed skin in as little as 30
minutes.

Precautionary/preparedness actions...

A Winter Weather Advisory for blowing snow means that
visibilities will be limited due to strong winds blowing snow
around. Use caution when traveling, especially in open areas.

A Wind Chill Advisory means that cold air and the wind will
combine to create low wind chills. Frostbite and hypothermia can
occur if precautions are not taken. Make sure you wear a hat and
gloves.
