afternoon into Friday morning. Winds gusting as high as 35 mph
Thursday. Wind chills as low as 20 below zero Thursday afternoon and
up to 30 below zero Friday morning.

* Where... portions of northeast Missouri, southeast Iowa and
north central, northwest and west central Illinois.

* When... for the Winter Weather Advisory, from 11 am to 6 PM CST
Thursday. For the wind chill watch, from Thursday evening
through Friday morning.

* Additional details... patchy blowing snow could significantly
reduce visibility. The hazardous conditions could impact the
morning or evening commute. The cold wind chills could cause
frostbite on exposed skin in as little as 30 minutes.
