to noon CST Friday...

* what... bitterly cold wind chills expected. Wind chills from 15
to 30 below zero expected.

* Where... portions of central, east central and west central
Illinois.

* When... from 6 PM Thursday to noon CST Friday.

* Additional details... the cold wind chills could cause
frostbite on exposed skin in as little as 30 minutes.

Precautionary/preparedness actions...

A Wind Chill Advisory means that cold air and the wind will
combine to create low wind chills. Frostbite and hypothermia can
occur if precautions are not taken. Make sure you wear a hat and
gloves.

Issued: 4:40 AM CST Jan. 24, 2019 – National Weather Service

Blowing and drifting snow will be possible over Knox and Stark
counties from late this morning through early evening, especially
in open or rural areas. Northwest winds will gust between 30 and
40 mph this afternoon, and help produce the blowing and drifting
of the 1 to 3 inches of snow that recently fell. Bitter cold
temperatures along with gusty winds will drop wind chills into the
20 to 30 below zero range during tonight into Friday morning. Be
alert if traveling over northwest Illinois today, and allow extra
time to reach your destination. Blowing and drifting snow could
cause sudden reduction in visibilities, along with slippery
stretches on untreated roadways.
