Flash Flood Watch
Issued: 9:30 PM EST Feb. 21, 2019 – National Weather Service

... Flash Flood Watch remains in effect from Friday evening
through Sunday morning...

The Flash Flood Watch continues for

* portions of east central Kentucky, northeast Kentucky, south
central Kentucky, and southeast Kentucky, including the
following areas, in east central Kentucky, Bath, Elliott,
Estill, Fleming, Menifee, Montgomery, Powell, and Rowan. In
northeast Kentucky, Johnson and Martin. In south central
Kentucky, Laurel, McCreary, Pulaski, Rockcastle, Wayne, and
Whitley. In southeast Kentucky, Bell, Breathitt, Clay, Floyd,
Harlan, Jackson, Knott, Knox, Lee, Leslie, Letcher, Magoffin,
Morgan, Owsley, Perry, Pike, and Wolfe.

* From Friday evening through Sunday morning

* moderate to heavy rainfall Friday night and Saturday, along
with thunderstorms Saturday night, moving over already
saturated ground, could lead to localized flooding or flash
flooding.

* With rivers, creeks, and streams already running high, and the
ground already saturated from recent heavy rains, the
anticipated rainfall Friday night through Saturday night will
lead to an enhanced risk of flooding or flash flooding across
eastern Kentucky. Rock and mudslides will also be a hazard with
any heavy rain.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.
