Areal Flood Warning
Issued: 1:46 AM EST Feb. 22, 2018 – National Weather Service

... A Flood Warning for urban areas and small streams remains in
effect until 1145 PM EST Thursday/1045 PM CST Thursday/ for
Elkhart... St. Joseph... northern Kosciusko... Starke... LaGrange...
Marshall... La Porte... Cass... St. Joseph and Berrien counties...

Trained weather spotters and emergency management reported flooding
across the warned area including southwest lower Michigan and
Northwest Indiana. Storm total rainfall of 3 to 6 inches were
reported from late Sunday night through late Tuesday night, with
localized amounts of 6 to 7 inches reported in the South Bend,
Bremen, Elkhart, and North Judson areas.

Many roads remain closed. Others remain open with water impeding
traffic on one or more lanes. Many rivers are approaching or have
exceeded record crest levels. Please reference the individual river
forecasts for more detailed information.

Some locations that will experience flooding include...
South Bend, Elkhart, Mishawaka, Goshen, Michigan City, La Porte,
Warsaw, Niles, Sturgis, Benton Harbor, Plymouth, St. Joseph, Three
Rivers, Nappanee, Dowagiac, Westville, Winona Lake, Bremen, Buchanan
and Knox.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

Stay away or be swept away. River banks and culverts can become
unstable and unsafe.

The Flood Warning continues for
the Saint Joseph River Michigan at Niles
* until further notice.
* At 8 PM Wednesday the stage was 17.0 feet and rising.
* Record flooding is occurring and record flooding is forecast.
* Flood stage is 11.0 feet.
* Forecast... the river will rise to a crest near 17.3 feet around 7
am Thursday February 22 and begin falling.

* until further notice.
* At 6 PM Wednesday the stage was 12.6 feet and rising.
* Record flooding is occurring and record flooding is forecast.
* Flood stage is 5.5 feet.
* Forecast... the river will rise to a crest near 13.0 feet around 7
am Thursday February 22 and begin falling.

... Flash Flood Watch for the Saint Joseph River below the
Buchanan Dam in Berrien County Michigan in effect through
Thursday afternoon...

The National Weather Service in northern Indiana has issued a

* Flash Flood Watch for the Saint Joseph River below the
Buchanan Dam in Berrien County Michigan.

* Through Thursday afternoon

* at 1020 PM EST... the dam operator reported that the Buchanan
Dam was approaching capacity due to high water flows.

* People below the dam should be alert to the possibility that
the dam could fail. In the meantime... people below the dam
should be ready to evacuate immediately. The threatened
Buchanan Dam is upstream of Buchanan and Berrien Springs.

Precautionary/preparedness actions...

Dam safety experts... with state and local emergency services...
are monitoring the dam and will issue a public statement as
conditions warrant. Plan now so you will know what to do in an
emergency. Keep informed by listening to local radio and
television for statements and possible warnings. Follow the
advice of public safety officials.
