locations prone to flooding should move to higher ground if you
have not already done so. Be prepared for high water on roads and
do not attempt to drive through these areas. Find alternate routes
and stay on main roads if possible. Flooding is difficult to see
at night! Flood waters will be slow to recede and it may take
several days in some locations.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles. Be especially cautious at night when it is
harder to recognize the dangers of flooding.

Special Statement
Issued: 4:08 AM CST Feb. 21, 2018 – National Weather Service

... Wintry mix of precipitation early this morning along with
flooded roads...

Temperatures were falling to near or just below freezing early
this morning. Rain may become mixed with sleet at times and
freezing rain is possible where temperatures are at or below
freezing. Surfaces remain above freezing from the recent warmup
but some icing may develop on bridges and less traveled roads as
the temperature drops and before the precipitation ends this
morning. Many roads across the area also remain closed due to high
water and flooding. Be extra cautious this morning and avoid any
flooded roads. Do not attempt to drive through flood waters or go
around barricades. Turn around, do not drown.
